Rosalie Billingsley Bailey, age 81, of Whitehall, passed away Friday, September 12, 2025, at Mt Carmel East Hospital. Rosie was born November 1, 1943, in Columbus, Ohio, daughter of the late Eugene and Betty (Ratlyf) Billingsley. As a firm believer in God, she regularly attended Westphal Avenue Baptist Church. She enjoyed playing cards and doing her puzzle books. Prior to retirement Rosie worked on the assembly line for Lucent Technologies.  She is preceded in death by her husband Ray Bailey and son Billy. Survived by her sons Ray and Mark Bailey, along with numerous grandchildren.  Rosie was the kind of woman who would give anything she had if you were in need. Funeral services will be held at Evans Funeral Home 4171 E. Livingston Ave.  Interment Glen Rest Cemetery.
